You can import files that have been downloaded in another app, like Mail or Dropbox.

If you have an app that contains the Studies formatted file you want to import, most file handling apps will allow you to tap on the attached file, and choose Open In.... Tap that, and then choose Studies to import the file.

Tapping a link to a Studies file in Mail, Safari, Twitter, or Facebook will also open Studies to import the file.
