To add a new stack, tap the + button on the toolbar at the bottom of the Library list. When prompted, choose Stack of Notes.

In the stack settings screen, enter a title, and choose a template for new notes.

You will also want to set a learning schedule for the notes in the stack, and can optionally set a limit on how many notes in the stack can be due at one time.
