This Chinese (PRC) Long March 4B Rocket Body was used to launch the Fengyun 1C weather monitoring satellite. Launched in a Sun-synchronous orbit, it carried scanning radiometers in ten visible and infrared wavelengths to monitor cloud coverage and ocean colors/temperatures.
