Some HR people have a terrible time making a decision since they don’t want to offend anyone. Extreme amiables find making a decision so traumatic that they won’t make a move until someone tells them to. These people need to be told to act.

Example:

You may tell them firmly: “Everything tells me that offering me the job is the right decision for you. I’m the perfect match for this job opportunity. I know that you think I’m right for the job, so its a win-win situation. Why don’t you go ahead and say: “You’re hired” and we can work on the details later?”

If you’re totally convinced that the employer would be making a mistake to say “no”, this extra push of decisiveness may be the only way you can get them to do the right thing and hire you.
